Changing Japan in a Changing Asia

What are the changes taking place in Japan and how does this impact Japan’s view of its Asian-neighbors and how does Asia view Japan? From a cultural, historical and political point of view – Japan has been perceived as an isolationist country that was not open to the outside world.

However, during the last 5-years, Japan, especially in its relationships with China and Korea has opened up remarkably. Korean television programs are regularly seen in Japan or the number of Japanese who are studying in China continues to increase.

In this segment of Politics & Economics, Dr. David Satterwhite, the Executive Director of the Fulbright Commission in Japan discusses the issues of people, economics, education and politics that are driving current day Japan and the impact that these have on Japan’s Asian neighbors.

After The Elections - What Next??

With the overwhelming "win" by Japanese Prime Minister Junichiro Koizumi and the LDP in the snap elections held in September, Japan now has the political elements in place to enact a major restructuring of the Japanese economy.

David Satterwhite discusses whether the Koizumi government and the LDP have any plans to enact reforms beyond the Postal Reform legislation; whether or not Japanese citizens desire a two-party democratic system; and whether the LDP is a newly "reformed" party, or the same old party, but in new clothes

  Turmoil in the Japanese Political World
With the dissolution of the Lower House of Representatives by Prime Minister Junichiro Koizumi and call for snap elections on September 11th, Japan is at one of its most interesting political crossroads since the end of World War II - 60 years ago.

David Satterwhite discusses the defection of 37 members of the lower house of the LDP and the fact that the LDP is now waging war upon itself; and the public opinion polls taken immediately after the dissolution that show both a rise in the Prime Minister's approval ratings and the belief by Japanese citizens that Postal Reform is an important issue.

  Japan's Postwar Constitution
Article 9 in the Japanese constitution prevents Japan from going to war or maintaining armed forces except for self-defense purposes. However, half-a-century later, with Japan now involved in Iraq and wanting to play a stronger role in both the global political and military scene, there are a number of calls for changes in Article 9.

  Developments in Japanese Politics: Tsunami or Ripples in a Pond
The different factions of the LDP have always dominated Japanese politics and the LDP's platform has not always been very transparent to the voters. In summer of this year, the Liberal Party merged with a splinter group of the LDP headed by Mr. Ozawa.

David Satterwhite discusses that unlike similar events in the past, this merger was very public with each sides proclaiming the reasons behind their move and even publishing a manifesto of what they wanted to accomplish. This has created a shift in Japanese politics, as the public will now be able to see the pledges of the candidates and grade them based on the realization of those pledges.

  The Koizumi Conundrum
The Liberal Democratic Party has dominated politics in Japan since 1955 except for some hiccups when it lost to a coalition of opposition forces in 1993. But what we saw in April 2001 in the process that brought Koizumi into power changed the rules when previous unpopular Prime Minister Mori was replaced. This was the first time the Liberal Democratic Party allowed the regional representative to choose who will be the next leader thus for the first time, a reformer was raised as a Prime Minister.

Dr Satterwhite is the Executive Director of The Japan-United States Educational Commission otherwise known as the Fulbright Program. Prior to his current position, he was overseeing Economist Corporate Network-Japan - The Economist Group's exclusive membership programme for senior managers in Japan and the Asia-Pacific region. He came to Economist Conferences in 1997 from consultancy work facilitating Western clients' interests in Northeast Asian markets, and a decade-long academic career specialising in Asian politics and economic development issues. Raised in Kyoto followed by studies and professional employment in Tokyo, Dr Satterwhite has lived in Japan for 30 years.
